Unnamed genocide dystopia.

He was covered in blood. His own, that of people who had been claimed by the bullets, he didn't know. It was impossible to know. As he sat there in the sewer, in the breeding ground of disease, he almost broke down with sadness and grief for the people who had died. Almost resigned himself to his own mortality, to dying here in this river of other people's fecal matter. The only thing that saved him, that made him determined to cling to life, was his anger at those who had committed these acts of violence, at the perpetrators of this genocide, and his determination to avenge the victims and make sure there would be no more.

There were 2 cops in Piccadilly Gardens taking a trampish-looking dudes details.  Me being me, I assumed the worst, I assumed the only "cause" they had to be doing so was that maybe he was begging, maybe he was trying to get his next meal sorted out.  So I asked a few questions...which they refused to answer.  Strike 1:  obstruction of the free flow of information.  The only free society is a transparent society.  Fair enough if it was to protect his privacy, but I asked him what the problem was and they seemed to take offence at that and wouldn't let him answer.
